video streaming with Laravel

I need to develop a laravel application that doing something like video conference. A lot of signed in basic users will share video and audio stream. All streams should be sent in real time to the server (this one will save them). Some specials users should sign in, everyone of them should get all basic user streams on his screen in real time.

to do this i have to use laravel and VueJs. for the rest i don't have idea. Can you tell me please others technologies i should use to resolve this. i did some search that revealed that i had to use Laravel Broadcasting, Redis and Socket. IO.

Can you please tell me theoretically how this should work, how to send the streams to the server in real time and how to send all streams to special users in real time as well.
