Laravel 5.3 There is missing dependant extensions - please ensure both cURL and JSON modules are installed

I'm experiencing this problem with Laravel 5.3 where curl and json is not detected by my Laravel website and I looked on the server and saw that cURL and json are both installed on the system, can anybody tell my what the cause of this problem?
