How can I implement this on laravel 5.1?

In this image I want the admin to have a function that allows the user to access the application. If the admin verify that this user is user 1 the admin will now send an email containing the username and default password.

I'm just starting my way into laravel, I read the documentation but I have not fully understand how to properly use authentication I hope you can help me.
