[Microsoft][ODBC Driver 13 for SQL Server]TCP Provider: No connection could be made because the target machine actively refused it

Beginning a project , and trying to connect my DB with the project but at the time that i want to migrate tables "php artisan migrate" got that error

i have change ports with sql server configuration manager but its the same

DB_PORT=3306
DB_DATABASE=cerehin1.0
DB_USERNAME=Wolfganxy
DB_PASSWORD=**********

it is suposed to migrate tables, basic tables the ones that comes with laravel project, but got nothing
