Generate a list with php with sublists

I would like to make a menu where you can make sublists inside a list like:

• Edit
  • Index
  • About
  • Contact
• Statistics
• Media
• Settings

But the problem is i would like to make it from two mysql tables, one with the primary list and one with a sublist. So i thought i could attach an array with the subsites to the edit array in the primary list array. But i don't know how to do that. Can you help me?

(I'm am using Laravel 5.1 so if there is a solution that is good for laravel, it would be nice)
