make:command not defined in Laravel 5.1.7

I'm trying to use the make:console to create a scheduler, however it's returning:

  [InvalidArgumentException]              
  Command "make:console" is not defined. 
  Did you mean one of these?       
     make:seeder                         
     make:migration   

Fair enough if this was before version 5.0, but I'm currently using 5.1.7. What could cause this issue?
